A Breath Alcohol Technician (BAT) is qualified under 49 CFR Part 40, Subpart J to conduct DOT alcohol testing using an Evidential Breath Testing device (EBT). Training covers: alcohol testing procedures, operating the EBT, performing air blanks, conducting screening and confirmation tests, interpreting results, handling refusals and incomplete tests, and completing the Alcohol Testing Form (ATF). A BAT can administer both the initial screen and the confirmation test. A Screening Test Technician (STT) has more limited training and can only perform the initial screening — if the result is 0.02 or higher, a BAT must administer the confirmation test on an EBT. Both require proficiency demonstration and refresher training every 5 years.
